The Ellsworth Correctional Facility (EFC) began a bike refurbishing shop with a crew of one officer and two inmates in July 1999. Since its inception, the EFC now employs 14 inmates who produce anywhere from 1,100-1,500 refurbished bikes per year.

The state of Kansas budgets zero dollars for the bike shop. The program operates completely through donations of tattered bicycles and monetary contributions. Bicycles arrive at the facility from across the state. The inmates then rebuild the bikes, so they are appealing to the receiver and are functional.
